New consumer laws on hidden fees, right to repair, and a security deposit cap to take effect in California July 1

California often has among the most beneficial laws for consumers.
On July 1, these four bills will become law in the state:
Capping security deposits
Until now, landlords have been allowed to require a security deposit equal to as much as three months’ rent.
Instead of landlords being allowed to require a security deposit equal to as much as three months’ rent, most landlords will be limited to requiring an amount equal to one month’s rent. An exemption is available for small landlords.
Eliminating junk fees
The law makes it illegal for businesses to advertise or list a price for a good or service that doesn’t include all required fees or charges other than government taxes and shipping costs. Businesses can’t surprise a customer with an unexpected fee added to their bill.
Requiring the right to repair
Owners of electronic devices will find it easier to make repairs themselves or take devices to independent repair shops under the Right to Repair Act. For devices sold for more than $100, the act requires manufacturers to make tools, parts, and software available for seven years after production. For less expensive devices, it’s three years.
